The Chapter Ethics Committee (CEC) is responsible for assisting the NASW Office of Ethics and Professional Review (OEPR) in addressing complaints filed against members in accord with the Association’s policy on professional review.

Christopher Heckert, DSW, MSW, LICSW, CMHS

Christopher is a licensed clinical social worker and child mental health specialist with a private practice in Bellingham, WA. He earned his Master of Social Work from the University of Southern California and Doctorate of Social Work (DSW) from the University of St. Thomas. Christopher is also adjunct faculty at the Graduate School of Social Work at the University of Denver.

Miguel A. Juárez, Ed.D., MSW

Eastern Washington Region

Dr. Juarez is a Professor of Social Work at Heritage University in Toppenish, WA and serves as adjunct faculty at Eastern Washington University and Northcentral University. He has taught college level courses, e.g., Human Behavior and the Social Environment, Policy, Cultural Diversity, and Research, since 2004. Dr. Juarez earned his BSW from Heritage University, his MSW from Eastern Washington University, and his EdD in Organizational Leadership from Northcentral University. Dr. Juarez is an active member of the community where he resides. He is passionate about equity and social justice. Dr. Juarez enjoys spending time with his family and friends. For Dr. Juarez education is the key to success!

Katie Evans

Katie Evans, LICSW
Western Washington Region

Katie Evans, LICSW was born in Oregon but raised in Pierce County Washington and considers Puyallup her home town. She an enthusiastic WSU Cougar fan as she holds a BA in Criminal Justice and Sociology from WSU but is a traitor when she obtained her MSW from UW in 2008. Katie has worked all over Pierce County in various social work roles that include Child Protective Services, Veterans Affairs Homeless Programs, JBLM as a Victim Advocate and a Military Family Life Counselor and a Manager of an Adolescent In Patient Psych Unit. This lead to her current role as the Intimate Partner Violence Program-Coordinator at the American Lake VA. She serves on the NASW-WA Ethics Committee and Volunteers her time as a Girl Scout Troop Leader and in the past as a Court Appointed Special Advocate for Children in State Custody. Katie likes to crochet, and loves her yellow Labrador retriever. She has also been married for 13 years and has a 9 year old daughter.

Lara Okoloko, LICSW

Lara Okoloko is a practicing clinical social worker with experience in community, medical and mental health settings. Lara teaches in the MSW program at UW and train social workers through continuing education. Lara is interested in ethics in our field and looks forward to serving the NASW and social work community in this way.





Stacey Speelman, MSW, LICSW, CMHS

Western Washington Region

Stacey Speelman (MSW, LICSW, CMHS) - Stacey is a licensed clinical social worker with the additional designations of child mental health specialist and clinical supervisor. She earned her undergraduate degree in Speech and Hearing Science at The Ohio State University, and the Master of Social Work (Clinical) from Cleveland State University. She has also completed the Certificate in Integrated Behavioral Health and Primary Care (Pediatric track) through the University Of Michigan.
